Test With EOF¶

Generate fixtures for these test cases for Prague with:

fill -v tests/shanghai/eip3860_initcode/test_with_eof.py --fork Prague

Tests interaction between edge case size CREATE / CREATE2 and EOF, including EIP-3860 limits.
